Missouri ranked #49 in the 2017 Lawsuit Climate Survey: Ranking the States, falling seven spots from 2015. A newly-elected governor and a legislature under unified control, however, passed a number of important tort reform bills that had not yet become law at the time the Harris Survey was completed. St. Louis continues to rank as a city or county with one of the least fair and reasonable litigation environments, and the state scored 50th in the key element category of enforcing meaningful venue requirements, and 49th in the categories of damages, trial judges' impartiality, and juries' fairness.
